I'm not sure what the level is this year since the pre-patch; but it only drops from the epic quality (purple) Loot-filled Pumpkins. Lower level characters receive a blue quality pumpkin, which has zero chance of giving the mount. For BfA it was level 110 and above, but I don't know if that became level 45 or higher since the squish.
